Public Benefit / Homeless Assistance
The Department of Defense
makes military real estate available to communities for many
public purposes. Former military properties can contribute
to a community's vitality by providing benefits such as expanded
employment opportunities, housing for the homeless, establishment
of educational centers, and parks and open space.
When disposing of military
real estate, the Department of Defense follows a federal process.
Property is first screened for use by federal agencies, then
homeless assistance providers, then state and local governments
and nonprofit organizations.
The Federal BRAC Statute
and regulations places responsibility for implementing
the public benefit conveyance and homeless assistance processes
with the Lowry Redevelopment Authority (LRA). State and local
governments, homeless service providers and other interested
parties could have submitted Notice of Interest (NOI). A listing
of surplus property at the Buckley Annex was published
by the Department of the Air Force in the Federal Register
on May 30.
The LRA received two Notices of Interest (NOI’s) from organizations for the Buckley Annex property. One was from a consortium of 12 homeless providers, and the other from the Denver Public Library requesting two acres of additional parking.
